It is enough to cp nilfs-utils-2.0.{21,23}.ebuild

In the new release important fixes are included:

# NILFS utilities 2.0.23 was released. Protected the filesystem from being corrupted by duplicate cleaner daemons, and fixed a semaphore deadlock issue after terminating mkcp, chcp, or cleanerd with an interrupt.
-- Apr 30, 2011 JST.
# NILFS utilities 2.0.22 was released. Eliminated the need for the .nilfs file, and added block count per checkpoint support, and so on.
-- Apr 16, 2011 JST.
