Looks suspicious. configure isn't finding gweather, but gweather is in both RDEPEND and DEPEND in the ebuild. Can you confirm that gweather is installed?

Don't mix libgweather-3 with gnome-panel-2.32
so what should i do to get gnome-panel install?
Downgrade to stable libgweather-2.30.3
