Here's a url for downloading the jdk without registering: 
 
ftp://ftp.hursley.ibm.com/pub/export/mirror/edwardsm/IBMJava2-SDK-131.tgz 
 
Because this is an IBM site I think there's no problem to use this.

I will have to check on the legality of mirroring that file on our ibiblio mirrors

Mabye it's ok without a mirror. Then they still have an overview about the 
downloads.

Can you investigate the legality of this ? I think the file is left out there in
the open on an error.
