When building qemu-kvm, qemu-img utility is not installed

Reproducible: Always

Steps to Reproduce:
1.emerge qemu-kvm
2.
3.
Actual Results:  
No qemu-img binary in /usr/bin/

Expected Results:  
qemu-img should be in /usr/bin/

What USE flags? What's your emerge.log?
