When you go in a package section and then go to bug, the confirmed bugs are not listed as you can see:
https://bugs.gentoo.org/buglist.cgi?bug_status=UNCONFIRMED;bug_status=NEW;bug_status=ASSIGNED;bug_status=REOPENED...

this one should list also confirmed bugs:
https://bugs.gentoo.org/buglist.cgi?bug_status=UNCONFIRMED&bug_status=NEW&bug_status=ASSIGNED&bug_status=REOPENED&bug_status=CONFIRMED
