xen-tools tries to use /dev/loop/0 (doesn't exist) instead of /dev/loop0 (does exist). Reproducible: Always Steps to Reproduce: use an image file with xen I've been able to work around it by creating the directoy and a symlink. Should probably just mknod it. This might be an issue with udev, but more likely xen-tools as it isn't integrating into the gentoo system.
Please provide the output of emerge --info xen-tools udev util-linux . util-linux provides the mount and losetup commands, so it could be relevant.

4.1.0 has been dropped from the tree. Does this still occur in 4.1.1?
unfortunately, my test system broke and I haven't had time to replace it yet. I'll need to find a replacement to test :(
To double check, run # grep /dev/loop /etc/xen/scripts/block on your newly repaired system.
