It looks like the check was added after the initial pipe-video merge. Not sure if it is worth bringing back the old libva package, as the va state tracker does not do anything useful at this time.
It doesn't build against libva-0.32, I guess we will need to get 0.31 readded then :( (Yes, I am also suffering now how sucks support for some intel graphics cards :S)
I dropped the vaapi USE flag from mesa.
