if i search for open openssl bugs:
    https://bugs.gentoo.org/buglist.cgi?quicksearch=dev-libs%2Fopenssl

the last entry shows:
374673 	enh 	Normal 	Linu 	base-system@gentoo.org 	UNCO 	---
  dev-libs/openssl: add a USE flag to depend on app-misc/ca-certificates
(notice how it is shown as UNCONFIRMED/---)

if i view that bug:
    https://bugs.gentoo.org/374673
it now shows as RESOLVED/INVALID (which is should be)

but if i view the bug history:
    https://bugs.gentoo.org/show_activity.cgi?id=374673
there is no mention of the closing

it's like some pages come from an up-to-date db while others come from a slightly out-of-date db ...
