after install tar ball and after chroot to compile and install my or genkernel's kernel. I stop booting from the hardrive with the kernel panic because it cannot
find the real root directory.  I know it's just one simple thing.. IT has sure
got me down after 2 days of trying to figure this mess out. it should be real simple for this not to happen.. BUT IT HAS... you might want to look into it..

Actual Results:  
ok.. I mount /mnt/gentoo after boot live dvd with "nox" on commandline boot..
Then I chroot to /mnt/gentoo, do an env-update, and followed the rest of the docs.
to the point i have no problem with using grub-install... but gets to just past
udev and it stops with kernel panic.

Expected Results:  
For 1 thing.. I think after spending 2 hours to download a 2.6 gig dvd.. it should
be plenty to install right from the dvd. instead of having to dl everything from a
repository.. I choose University of Madison. Wisconson. Also I might note that
the sys directory on the hardrive had no directories or files except on hidden file .something

Well it has to install and boot somehow?

Maybe someone can straighten me out. it's gotta be one thing somewhere I would
guess my grub.conf file??? but why looking for /newboot dir on stock kernel build?
genkernel must have picked up something pointing to that dir /newboot...

You most likely forgot to update /etc/fstab.
If so, this isn't a bug but a sign you didn't follow the installation docs[1].
Feel free to reopen the bug if that's not the case.

You should read the handbook[1]. Gentoo is a source distro so what you get in the live-dvd is just an environment to do your install - not some binary packages to get it installed.
