Considering that all what echangelog takes from the skel.ChangeLog file is the Gentoo Foundation header, I think it would be better if it doesn't rely on that file and just generate the necessary header itself. This would support my intent to drop/replace all 'portageq portdir' references to extend the support for master-less repositories, and cross-PM compat.
skel.ChangeLog is only used if the ChangeLog doesnt already exist. it doesnt "rely" on it. people can easily create their own if they dont have a tree available with the file.
