qmail-1.0.3-r13 has qmail-pop3d as a component, however qmail-vmailmgr has a
dependency >=net-mail/qmail-1.03-r7 which didn't have qmail-pop3d and so
merging qmail-vmailmgr will want to drag in net-mail/qmail-pop3d-1.03-r1.

emerge -p qmail-vmailmgr

These are the packages that I would merge, in order:

Seems there is alot of old qmail-* cruft in portage and (at least in the case
of qmail-vmailmgr) nolonger maintained (the Changelog shows only "initial
release" and keywording entries).

Steps to Reproduce:
1. emerge qmail
2. ls /var/qmail/bin/qmail-pop3d
3. emerge -p qmail-vmailmgr
Actual Results:  
looks like i'm getting qmail-pop3d installed twice.
