Check the url (bug #18337); correcting the SRC_URI for app-emacs/dircolors-1.0 was never implemented, so the url is broke.

The correct src_uri was set for app-emacs/dircolors-1.0-r1 ; app-emacs/dircolors-1.0 doesn't have the full src_uri (just the filename).

Closing this bug since I missed dircolors-1.0-r1 which remedies the problem.  Although I wonder why 1.0 hasn't been updated w/ the new src_uri...
