Then I don't get the problem.  tre provide libtre and it is installed in the standard location. Please attach the build.log if tre.

I just committed what should fix this issue.  Since crm114 is built +static by default, it does in fact expect libtre.a.  This only gets built if tre is built +static-libs.  I may have gotten the synatx wrong on the second part.  Please test and let me know.

The second dependency is incorrect. If static is not set, we do not care whether tre has static-libs.

I would use the following:

static? ( dev-libs/tre[static-libs] )
!static ( dev-libs/tre )

Or even just:

static? ( dev-libs/tre[static-libs] )
dev-libs/tre

Yep, it was changed just now.  Good catch,  always helps to sleep on a change I guess.  Please test once this has gotten into a portage sync.

Please push the fix to stable. Current stable app-text/crm114-20090807 fails with the same error.
