media-libs/libv4l needs a jpeg lib as build and runtime dependency.

Reproducible: Always

Steps to Reproduce:
1. remove all jpeg libs
2. try to install libv4l (it does not depend on virtual/jpeg)
3. see the compile error
Actual Results:  
Build failed because of missing jpeglib.h

Expected Results:  
emerge should install virtual/jpeg as dependency.
