Hi,
   When Test::Inter is missing , i could see message like:
   ! Test::Inter is not installed
   During the emerge process of dev-perl/DateManip's installation.

Reproducible: Always

Steps to Reproduce:

The only version that doesn't directly DEPEND on dev-perl/Test-Inter is 5.56, which doesn't need it. All 6.* versions are fine in that respect, so as per the Summary, this bug would be invalid.
