rar 3.1.1 is marked stable instead of 3.2.0

Reproducible: Always
Steps to Reproduce:
1. emerge rsync
2. emerge --update --deep world -pv 

Actual Results:  
Older rar version gets installed

Expected Results:  
Keep the newer (3.2.0) marked as stable

It's only rar so it's nothing pressing but it's annoying
