1) scenario1: installed packages:
sys-devel/automake-1.11.1-r1
sys-devel/autoconf-2.68

after try emerge sys-devel/automake-9999:

sys-devel/automake-9999:

/bin/sh:
/var/tmp/portage/sys-devel/automake-9999/work/automake-9999/aclocal:
No such file or directory

2) scenario2: installed packages:
sys-devel/automake-1.11.1-r1
sys-devel/autoconf-9999

after try emerge sys-devel/automake-9999

sys-devel/automake-9999:
configure: error: Autoconf 2.62 or better is required.

Please try to test emerge of any package after
automake-9999 & autoconf-9999 will be successfully
install in system.

Reproducible: Always

works fine for me to install automake-9999 on an otherwise ~arch system

autoconf-9999 not working is a semi-bug in autoconf-wrapper, but ive added -11 for that now

otherwise, things are emerging fine for me:
emerge autoconf automake && emerge autoconf automake && emerge autoconf automake

so you'll need to post full build logs once you've upgraded to autoconf-wrapper-11 and shown that things still fail
