It rarely happens that changes are "overwritten". The page should explain in detail what is going to happen and then offer a more informed choice.

For example, changing meta-data of an attachment, and then submitting changes to the bug report the attachment belongs to, does not change the meta-data of the attachment like the "Submit my changes anyway" button's additional text "This will cause all of the above changes to be overwritten." suggests.
