dev-util/nvidia-cuda-profiler requires dev-util/nvidia-cuda-toolkit as a depenency.
dev-util/nvidia-cuda-toolkit requires dev-util/nvidia-cuda-profiler to be NOT installed.
"dev-util/nvidia-cuda-toolkit +profiler" installs the profiler.
dev-util/nvidia-cuda-profiler cannot be installed; there is no reason for this ebuild.

You're right, it's high time to remove this package.  Masked for removal in 30 days.
