As discussed in the -releng malinglist /etc/make.conf will contain only the
most necessary stuff (CHOST,CFLAGS,CXXFLAGS,USE) as of the next release. The
commented make.conf will be placed at /etc/make.conf.example.

I think we should mention this in part1, chapter 5.d where different variables
to be set in make.conf are introduced. We should also point out that the user
has to set the variables explained in the documentation, but that others
(described in the example file) are optional.

Agreed, but we can of course only commit when the make.conf.example is introduced :)
