Yes it happens to me every time.

Same here. I can fetch that file (put a copy on http://www.dyle.org/download/linux/TT_PCI_2.19h_28_11_2006.zip) but the manifest differs and so emerge still tries to download that file from the hardcoded URL in the ebuild.

Which is broken.

What can I (we) do?

cd /usr/portage/media-tv/linuxtv-dvb-firmware
ebuild media-tv/linuxtv-dvb-firmware-2009.09.19 digest

ebuild digest may fay with other download-packages :(
I found a repository of bunch of firmware-driver packages here:

I hit the error again, I downloaded TT_PCI_2.19h_28_11_2006.zip from http://www.dyle.org/download/linux copied it to /usr/portage/distfiles, removed the old Manifest and then 'ebuild linuxtv-dvb-firmware-2009.09.19.ebuild digest'
came until:
Resolving www.lifeview.hk (www.lifeview.hk)... failed: Name or service not known.

I downloaded 7%5Cdrv_2.11.02.zip from http://gentoo.fh-luh.de/files/linuxtv-dvb-firmware/, moved it to usr/portage/distfiles and 'ebuild linuxtv-dvb-firmware-2009.09.19.ebuild digest' complains about:

If I remove the 
	"http://www.ite.com.tw/EN/Services/download.ashx?file=57"
line from linuxtv-dvb-firmware-2009.09.19.ebuild and download manually several firmware-driver packages from http://gentoo.fh-luh.de/files/linuxtv-dvb-firmware/ 'ebuild linuxtv-dvb-firmware-2009.09.19.ebuild digest' comes until:
