My first ebuild.  New version of distributed.net's personal proxy.  Fixed the build so it won't clobber existing proxyper.ini files (it works, I hope it's the right way to do it) and added the ability to reload the .ini file of a running server in the init.d script.

I will attach the relevant files shortly.

Allows .ini file reloading for a running process by using the 'reload' option.
