Noticed that vlan interface definitions in /etc/conf.net becomes ignored after baselayout/OpenRC upgrade. 

Found "ip" program dependance in /lib64/rc/net/vlan.sh. Installed iproute2 then all works fine.

Seems no more ifconfig support for vlan module? 

And not even a word about this in "Baselayout and OpenRC Migration Guide"

This is documented in net.example:
