From a fresh stage3, I tried to emerge kde (4.6.3).
After setting use variable in make.conf (kde is there now) and update world, some of kde dependencies and qt ones installed good.
But now, I am trying emerge kdebase-startkde and fails:
emerge kdebase-startkde

These are the packages that would be merged, in order:

Calculating dependencies... done!
[ebuild  N    ~] kde-base/kephal-4.6.3  USE="(-aqua) -debug (-kdeenablefinal) (-kdeprefix)" 0 kB
[ebuild  N     ] x11-libs/libXcomposite-0.4.3  USE="-doc -static-libs" 0 kB
(.......)
As you can see, libXcomposite is installed after kephal, and kephal fails because does not find libXcomposite.
So maybe it is just a problem in kephal deps or maybe some other kde packages too.
Will attach build log.

Fixed, dependency is now added by eclass
