Not sure if it is bug in eclass or in ebuild only, but digikam does not have $kdehandbookdepend in DEPEND. If app-text/docbook-xml-dtd:4.2 app-text/docbook-xsl-stylesheets are not installed build fails:

Seems ebuild should have KDE_HANDBOOK=optional instead of 'handbook' in IUSE.
P.S. Same problem may be in other packages.
