libjpeg-turbo works fine on ARM. Moreover, ARM NEON optimizations are hopefully coming in the next release for providing significantly better performance.

It depends on a resolution of bug 364985, which can be alternatively "solved" by just keywording nasm for arm too (even though nasm has little use there).
