Symptom is that preferences aren't fully loaded, the theme is obviously wrong.

Reproducible: Always

Steps to Reproduce:
1. Connect through NX to a gnome-fallback session

Actual Results:  
Ugly desktop

Expected Results:  
Gnome-fallback session
