asking for version bump to cloog-ppl-0.15.11.tar.gz as it works with ppl later than 0.10, thus allowing the gcc 4.6.0 to install and test

cloog-ppl-0.15.10 works fine with ppl-0.11.

the only change in 0.15.11 is they regenerated the config files, which we already do anyways.
