The sys-apps/kbd package doesnt install the `resizecons` utility. There isnt a use flag for this binary, so its not a configurable option either.

Your 'emerge --info' is missing, but here's a hint: read configure.ac - that program is built only on x86.

kbd has always done this. it only installs resizecons on x86 systems. this is probably because the code uses x86 asm (inb/outb).
