When I build dev-python/docutils-0.7 twice (without python3, if that matters), the package contents are not the same, even if I ignore differences in build timestamps embedded in the generated files. Namely, the following files differ:

/usr/share/doc/docutils-0.7/html/docs/peps/pep-0256.html
/usr/share/doc/docutils-0.7/html/docs/peps/pep-0257.html
/usr/share/doc/docutils-0.7/html/docs/peps/pep-0258.html
/usr/share/doc/docutils-0.7/html/docs/peps/pep-0287.html

They refer to different versions of the python logo (i.e. something like http://www.python.org/pics/PyBanner052.gif before the rebuild vs http://www.python.org/pics/PyBanner019.gif after the rebuild).

Steps to Reproduce:
1. emerge -av1 --buildpkg =dev-python/docutils-0.7
2. emerge -av1 =dev-python/docutils-0.7
3. unpack the package, compare the contents of the package with the live files, like this:

diff -U0 -rN tree1 tree2 | grep -E -v '^(diff|---|\+\+\+|@@ )' | grep -v Generated

Does this still happen with newer versions of docutils?

Yes, this is still a cosmetical issue with dev-python/docutils-0.8.1. Python3 doesn't matter.

docutils.writers.pep_html.Writer.interpolation_dict() by default uses random numbers:

This is not really something to fix at our end. It's a cosmetic issue, and it's mostly something upstream has decided to do. If you believe it shouldn't be done like that, the upstream bugtracker is the place you're looking for.
