Emerging k3b-10.3-r2 by default doesn't put kdebase as a dependancy. As stated in another bug, it has been a mantainer's choice.
Yet I think there should be an option to let the user choose, whether install kdebase or not, so not to force the user to recompile k3b to put the module in the control center after having decided to do it....
(sorry if it's not clear enough).
