In 5b, when finished Unpacking the Stage Tarball, it says to go to Configuring the Compile Options (with link). However, in 5c, it has Installing a Portage Snapshot and Source Code. When following the instructions for the default net install, I had no use settings. I checked the forums and discovered I need to download the snapshot.

There is indeed an issue here. I've updated the instructions so that the USE changing happens after running "emerge sync". At that point, both GRP as network users have a make.defaults file.

You don't have to download a snapshot though...
