The app-text/html-xml-utils package is quite out-dated: Currently Gentoo ships release 2.3 (of Feb 2002) whilest release 2.8 (of Sep 2003) is the most recent version.

Was able to emerge it by renaming the .ebuild file. Since the changelog only lists bugfixes this procedure should be save.
