Looks like wrong USE dependencies to me. That says everything:

upgrade your portage

You must be kidding. 
I'm not going to get portage from ~, I need 100% stable software (that's why I use stable branch)...


Latest portage for amd64 is 2.1.9.42

EAPI=4 is not valid in stable portage (yet)

2.1.9.25 you are using per emerge --info doesn't support EAPI=4 yet, upgrade to stable Portage, such as 2.1.9.42.   Comment #3 seem to hint you have 2 versions of Portage installed, clean your system up

Thanks a lot. Looks like my portage installation somehow got bugged up. 
But anyway - now it's ok. Reemerging portage solved the problem.
