patch for ebuild, works fine for me

configure has '--without-libcap' option '--disable-caps' does nothing. Please add USE flags for other configure options like htcp and wccp.

Please check squid-3.1.12 which should have the correct libcap option.  I didn't change htcp and wccp options so they are always on.
