Linux capabilities were used only in g10/status.c file before commit 1bcf8ef9dea1a9b171c27ef48cadb79df6201e33 , since 'Aug 5 17:11:04 2003' --with-capabilities configure option is completely useless.

Rebuilding with USE="-caps" and USE="caps" does not change any file in gnupg package (used emerge -1vb, tar, rsync -navc).
