at the moment, mailing list filters lack tracking and are maintained only in an internal server.  this doesnt work well as we've found out.

we'd like to see these rules and the reasons behind them mirrored to dev.g.o for people to review/check.  such as /var/mail/bans/.

each rule should have documentation as to the reasons behind it, as well as who authorized it and for how long.

a cron script could then run to automatically expire/disable rules.

Robin says this will be much more feasible once the mail system is upgraded and the rules are more flexible and compiled
