I emerge freeswan on my system, after configuration I tried starting it.
However, many things failed due to various freeswan scripts expecting
iproute2 to be installed.
After emerging iproute, the scripts do not fail any more.
(At least not due to ip not being found..., but my ipsec.conf is a different story.)

Reproducible: Always
Steps to Reproduce:
1.  Find a system without iproute being emerged
2.  Emerge freeswan and configure
3.  /etc/init.d/ipsec start
Actual Results:  
There were many lines in my log file like: 
Dec 15 11:34:46 fizban pluto[13699]: "packetdefault": prepare-client 
output: /usr/lib/ipsec/_updown: `ip route del 0.0.0.0/1 2>&1 ; ip route del 
128.0.0.0/1 2>&1' failed (/usr/lib/ipsec/_updown: line 1: ip: command not 
found 
 

Expected Results:  
no failure messages related to the ip command not being found
