What happens when you remove the entry in package.use? 

I'm not sure that setting "test" or "-test" in package.use is a good idea. This is controlled from the FEATURES setting (which can unfortunately not be set on a per-package basis).

The reported issue went away after a sync - therefore I'd close this bug.
BTW AFAICR it was a developer which adviced me to prefer a USE flag rather than the FEATURES definition for my needs.
