emerging *  sys-apps/apcupsd
      Latest version available: 3.10.6
      Latest version installed: 3.10.6

doesnt create any of the /usr/sbin files needed.

Yes, give us the output of emerge when you try to emerge it.
I can't reproduce this over here.

Try to merge it without snmp in USE.
See #36867 which describes the same problem.

...better try out the new ebuild for 3.10.8.
It includes a fix for this issue (means it should now work as intended).
Please test and give feedback.

bingo, its the snmp USE flag in make.conf thats causing some odd no-files-created error. take it out of the USE variable, and it emerges as it should. tantive, ping me on -dev about this.
