All versions in the portage tree need this depend (it's not new), but I tested version 3.8.22, the latest available in portage.

If you would like me to submit an ebuild, let me know, but it's simply adding the dependency:
"sys-apps/procps"

lprng needs the binary "ps" to compile, for whatever reasons. Without it, the ./configure will bail.
