Most mirrors (includeing project homepage) contains no source archive. Current upstream release is 1.3.15. But the portage contains only 1.3.13 version. Excuse me. It was mostly my mistake: historically I've used some unofficial Russian mirrors, at this time they were broken and source package was unavailable from developers site. The only useful one in this bug is that the portage tree contained outdated and unavailable from developers site package as the only and a stable one. After including dev-java/jcifs-1.3.15 in portage tree this bug should be closed with a resolution on your taste.
