=dev-vcs/monotone-0.99-r1 has been in the tree since October, with seemingly no bugs filed against it. I think we should try to get it stabilized now.

Some warnings came up that managed to skip around not too demanding -W flags. variables and a function in test files require some cleaning up. This took me aback * Tests will fail if ran as root, skipping. Sends me running to find out how to set up a user with sudo, but far more convenient for these to be allowed to run as root, consistent with a regular emerge. Using a (brand new) chroot environs. x86 stable. No issues with tests here.
