This ebuild makes it possible to compile lapack with IFC.

Reproducible: Always
Steps to Reproduce:
1. Install IFC
2. Emerge lapack 3.0-r1
3. Enjoy

Actual Results:  
One nicely optimized lapack libary.

Linking problems with some packages.  Compiles fine, but certain packages are unable to properly use the libraries.
