x11-libs/libXdmcp-1.1.0 with the doc USE flag requires >=app-text/xmlto-0.0.20 but only has an unversioned dependancy specification.

Reproducible: Always

Steps to Reproduce:
1. have <app-text/xmlto-0.0.20
2. emerge libXdmcp with USE=doc
3. see configure error

Actual Results:  
checking whether to build documentation... yes
checking for xmlto... /usr/bin/xmlto
checking the xmlto version... 0.0.18
configure: error: xmlto version 0.0.18 found, but 0.0.20 needed


Expected Results:  
pull in required version of a dependancy

xmlto-0.0.18.ebuild was removed from the tree around 18 months ago[1].
