It's whining about not having Docbook DTD 4.1.2, but even after I un-, then emerge both docbook-xml-dtd and docbook-xml-simple-dtd it doesn't work.

o  emerge info
o  full build log
o  your /etc/xml/catalog
o  your /etc/xml/docbook

Do you really have a completely empty /etc/xml/catalog ? That's what's causing big problems, most likely some package tried to add to the catalog before it was properly created.

To fix, please try

rm /etc/xml/{catalog,docbook}
emerge libxml2 docbook-xsl-stylesheets docbook-xml-dtd

and report here on success.
