webalizer pulls in geoip with -geoip use flag

Reproducible: Always

Steps to Reproduce:
1. emerge -pv webalizer

Actual Results:  
These are the packages that would be merged, in order:

[ebuild  N    ] media-libs/gd-2.0.35-r2  USE="jpeg png truetype -fontconfig -xpm" 1,185 kB

Well, two minor things (bug 354947 aside):
- non-issue on more recent versions
- a new version is available (2.23 since about 10th October, -05 for a few weeks)
