Is it an intended behaviour of emerge that 

# emerge --update <atom>

does record the packet in the world file?

If so, I would like to have a toggle like "--select" for disabling the recording only for --update and not for all emerge actions.

It doesn't record system packages in the world file. You can edit /var/lib/portage/world manually to add them there.

Looking at portage-2.1.9* this seems to be an intended behaviour.
