I was able to download the file from http://pyqwt.sourceforge.net/support/PyQt-x11-gpl-3.8.1.tar.gz and move it to my /usr/portage/distfiles directory.
Caleb, should we mirror these? They seem to only keep the latest version available.
is it not already mirrored? http://www.mirror.ac.uk/sites/www.ibiblio.org/gentoo/distfiles/PyQt-x11-gpl-3.8.1.tar.gz maybe we need to change the SRC_URI to mirror://gentoo/

Not any particular reason - I think they should be mirrored.
I think it was me, who added RESTRICT="nomirror" to the ebuild. I usually do this when I don't get the tarball via the mirrors, because it happens often that one of the servers doesn't answer or is damn slow when I want to fetch something. Don't know what timeout portage uses, but it's fairly annoying sometimes. How do I know which tarballs are mirrored and which not? PyQt 3.9 isn't available via mirrors (having sunsite mirrors, ibiblio.org, ... in my list) yet.
3.9 isn't in portage. but this bug is only dealing with 3.8.1 missing from the original SRC_URI i've fixed it to use the gentoo mirrors instead.
a) my question remains unanswered b) did the same with dev-python/sip... c) shall i open a new bug for pyqt 3.9?
