m4api ebuild for version 0.1

I've modified the ebuild to pull release 0.1 from the git repository. If there's a better way to clone from git, the address is http://ram.umd.edu/git/bits/m4api.git, and the tag is m4api-0.1. (Not tested; I don't have a Gentoo machine)
